Electrosoft today announced the appointment of federal growth and strategy leader Andrew Carr as director, business development. He will lead the retention and growth of key existing customers and support federal civilian customer growth and capture activities. Carr brings nearly two decades of federal IT and mission support delivery and growth experience to the position.

Carr is a long-time account lead and business development executive, having held leadership positions at Groundswell, IBM and CSRA (now, General Dynamics), among others. At IBM Consulting, he was an associate partner and DHS account lead focused on growing IBM’s CISA partnership. He also served as the business development executive for IBM’s DHS, DOJ and foreign affairs account team, responsible for all growth activities.
He has a proven record of implementing disciplined capture processes, managing substantial business portfolios and winning new business opportunities. He specializes in cybersecurity, HR modernization, financial management systems transformation and digital transformation services that support federal civilian organizations.
